Flow and composition

| Scope | Public editorial variables or nested admin overrides. |

Decisions and handoff
- Do not copy public orange into the admin teal role.
- Mode selection and resolved theme are different for system preference.
Recovery and acceptance
- Test reload, storage failure and device mode changes.
- Review color mixtures rather than only isolated hex swatches.
- Native runtime selection documents appearance and selected state; it does not certify cross-session preference persistence.
